The project POSDRU/69/6.1/S/34922 "Social Economy - a solution for the development of Roma communities in Romania" is based on the experience that social economy can create both private and social structures for communities that strengthen solidarity and sustainable development while offering labour market flexibility. The project contributes to the efforts of the Romanian stakeholders for the development and implementation of the National Strategy for the Inclusion of Roma Citizens belonging to Roma minority and supports the development of the country regions using all relevant instruments and involving all actors in the social field (civil society, Roma communities, government institutions), defining the local contexts, and by identification of optimal solutions for social interventions within Roma communities. Training seminar on building entrepreneurial skills in social economy organized in Bacau


UNDP Romania in partnership with the Center for Institutional Analysis and Development (CADI - Eleutheria), Government of Romania - Department for Interethnic Relations (DRI) and Roma Civic Alliance for Romania (ACRR) organized in Bacau, between 20-22 March 2013, the regional social economy seminar focused on building entrepreneurial skills in social economy.


The three-day regional seminar was designed to provide basic theoretical concepts of social entrepreneurship and the role of public authorities in the development of social economy models for Roma communities. 




Through "Social Economy - a solution for the development of Roma communities in Romania", project's partners seek to address the delicate development status of Roma communities by means of applying Social Economy (SE) practices as an innovative solution. The project framework seeks to make a tangible difference to Roma communities from Romania by means of applying SE practices as an innovative solution.

Through the proposed activities, the project contributes directly to achieving specific objectives under axis 6 in Sectoral Operational Programme - Human Resource Development (SOP HRD) 2007-2013 programme, by developing social economy structures, promotion of social economy and enhancing capacity of social economy operators and environment. Social Economy and Roma communities – Challenges and Opportunities

The situation analysis of the social, economic and legislative environment, performed within the project, aims to provide an overview of the status of social economy within Roma communities in Romania, identifying development opportunities and main challenges in implementing specific social economy initiatives. Thus, the situation analysis report includes information regarding social economy models in Romania, strategies developed by the government institutions and civil society to increase the level of social inclusion of Roma communities in Romania, as well as the obstacles and opportunities associated with developing social economy models.
